MEMORANDUM FOR RECORD
 
SUBJECT:  The Counterintelligence Badge Plaque and Trophy Program
 
 
1.  The Army provides an opportunity for Counterintelligence (CI) Special Agents (SA)
who have been honorably discharged from Army service to receive a symbol of their
service by allowing them to retire their Badge and Credentials (B&Cs).
 
2.  CI SA B&Cs are required to be maintained in the Army’s Central B&C Repository
for a period of one (1) year after the SA’s honorable discharge from Army service. 
After one year the SA’s B&Cs are eligible to be recycled, which includes destroying
the credentials and returning the badge to active inventory for re-issue to a newly
graduated SA.  SAs wishing to retire their B&Cs are required to contact the Army
B&C Office prior to submitting their request, to ensure their complete set of B&Cs
are still on file.  If the SA’s B&Cs are on file, the B&C Office will be able to provide
the SA with their badge number for the request memorandum.  An SA who does not
have complete set of B&Cs on file may still request the retirement of an Military
Intelligence (MI) badge in a Desktop Badge Trophy.
 
3.  The only badge available for purchase under this program is the current edition
of the Military Intelligence (MI) badge; previous editions of MI or CI Corps (CIC)
badges are not available.  The baseline criteria for retiring a set of Army B&Cs is
that the agent must have qualfied as an Army CI Special Agent as prescribed by
the regulations in effect when the agent was trained, must not have had the CI specialty withdrawn for any reason, and must have separated with an honorable discharge.
 
4.  B&C retirement processing does not begin until the agent’s official separation
date from Army service, which includes completion the service member’s terminal
leave time.  Military agents who separate with individual ready reserve (IRR) service
 obligation time remaining will not be allowed to request retirement of their B&Cs
until after their IRR service obligation ends.  The entire process from receipt of request
to delivery date takes approximately 90 to 120 days.  Agents who have not received
their plaque or desktop trophy after 120 days should contact the B&C Office.
 
5.  Special exceptions are in place in order to accommodate retirement of B&Cs
for those SAs who have died while on Active duty.  For requests falling into this
category, please contact the USAI B&C Office prior to sending the request for
processing to ensure proper coordination, accuracy, and so we may expedite the
process (if possible).  Requests for these situations must come from either the
deceased SA’s Commanding Officer or may come directly from the family (preferred
by commander if possible).  The request format, enclosure one (1) of this memorandum,
must be used.  Requests must be signed by the SA’s Commander and must include the Commander’s signature block.
 
6.  The B&C Plaque is approximately 10.5" x 13", a solid wood plaque upon
which the SA's badge, set of credentials, and engraved nameplate with service
dates are mounted against a black felt background.  The total cost for the B&C
 plaque is $118.00, money orders for this item will be made out as follows:
 
Ø $100.00 - Champion Trophy & Award
Ø $ 8.00 – U.S. Treasury
Ø $10.00 - V.H. Blackinton
 
7.  The Desktop Badge Trophy is approximately a 7" x 9" solid wood plaque
upon which the SA's badge, and engraved nameplate with service dates are
mounted against a black felt background.  The total cost for the Desktop
Badge Trophy is $61.00, money orders for this item should be made out as follows:
 
Ø $43.00 – Champion Trophy and Award
Ø $ 8.00 - US Treasury
Ø $10.00 - V.H. Blackinton
 
IMPORTANT:       Money orders or cashier’s checks are the only acceptable
method of payment.
 
8.  Due to limited resources, agents may only retire one (1) MI badge from the
Army’s inventory, which means an SA may request either the B&C Plaque or
Desktop Badge Trophy but not both.  When transitioning to civilian CI service,
military SA’s have the option of retaining or retiring their initial set of B&Cs. 
An SA who elects to retire their initial (military) set and have a second set of
B&Cs issued for their civilian CI service will not be allowed to retire the second
set.
 
9.  Requestors will be notified when their packet has been received and reviewed
by B&C Office personnel.  Incomplete packets will be returned, the B&C Office
will attempt to notify the requestor with the specifics about why the packet is
being returned.  Request packets must include the following:
 
     a.  A request letter (see enclosure 1) that includes the following information
on the agent for whom the B&C Plaque or Desktop Badge Trophy is being requested:
 
 
Ø Full Name (Last, First, MI, suffix) - if no middle initial state none.
Ø The complete mailing address for where the plaque/trophy is to be shipped.
Ø The inclusive dates of the agent's CI service (Month/Year to Month/Year).
Ø A daytime telephone number and unclassified email address for the requestor.
 
 
 
IMPORTANT:  When providing the SA’s address, ensure it’s a physical street
address.  The contractor responsible for shipping your plaque or badge trophy
exclusively uses Federal Express shipping to keep costs to requestors at a
minimum; therefore deliveries to P.O. Boxes will not be possible.  If you have any
challenges meeting this requirement, please contact the B&C Office in order to
resolve any complications.
 
     b.  A copy of the agent's DD Form 214 (form must include Blocks 23
and 24 (Type and Character of Separation) as verification of honorable discharge.
 
     c.  A copy of the agent’s separation (ETS, Retirement, etc.) orders.
 
     d.  Three (3) money orders for the B&C Plaque and Desktop Badge Trophy.
 
10.  Request packets must be mailed to the Army's B&C Program Management
Office at the address shown:
